Inhabitants who can enjoy their newfound freedom do so, while a few million are still locked up. In China's most populous city, there is a strange atmosphere. Cars are still banned, the only motorized vehicles are trucks, or police cars, or the rare beneficiaries of exit permits. All over the city, people, liberated, have returned to the streets, on foot or by bike.
The only things missing are cafés and museums, not yet open, and playgrounds, surrounded by fences. On the "West Bund," the landscaped banks of the river that divides Shanghai in two, life seems almost back to normal.
